Promiscuous mode error connected to Watchguard firewall

I have wireshark installed on 3 Dell micro Optiplex boxes running win 11 pro. Connected to my Asus router they all work fine. when connected on any of 3 Watchguard T-20 firewalls, I get a promiscuous mode error and it will not capture.

Anyone have any experience with this?

"when connected" - does this mean a VPN client on the win 11 boxes connecting to the T-20?

Might also be npcap #628: failed to set hardware filter to promiscuous mode with Windows 11

Computer is directly wired into the switch connected to the firewall. When the computer is connected directly to our Asus router (between the broadband and the firewall) Wireshark works perfectly.
