What version of Wireshark are you trying to install and on what system? If you're trying to install 4.0.0 on a 32-bit Windows platform, then that won't work as support for that system has been dropped. This is explained in the very first sentence of the release notes:
We no longer ship official 32-bit Windows packages starting with this release. If you need to use Wireshark on that platform, we recommend using the latest 3.6 release. Issue 17779
If this is unrelated to the problem you're experiencing, then you'll have to provide more information.

Does the error message say anything other than "c:program file\wireshark\mmdbresolve.exe"?
If so, what does it say?
The last Wireshark release that was expected to work on Windows 7 was 3.2.0. 3.4.x and 3.6.x might work but there are no guarantees.
