My network card receive no packet until I start Wireshark and its listening

I am facing weird issue with my Win 2016 server. My network card does receive packets until I start Wireshark. Some of the ETL jobs are failing if i don't start Wireshark once. These jobs will run fine until next reboot. I need to start the Wireshark once after the reboot to fix the ETL jobs issue. Is there any permanent fix for this issue?.
