So, basically it looks like this isn't running npcap, but when I try to run the commands Wireshark asks for "net start npf or net start npcap" I get error 5 or error 87. Thoughts on what's happening? This was the latest and grestest version that came with wireshark as I understand it so I am confused.

The latest and greatest version that comes with Wireshark is not necessarily the latest and greatest version released by the Npcap developers.
Npcap issue #536 is a bug report that, with Npcap OEM 1.50 (but it's not just a bug with the OEM version), the Npcap driver fails to start on Windows 7/Server 2008 R2 with an "Error 87".
As a comment on that bug notes, "This issue is fixed in Npcap 1.60."
If Wireshark reports that it's using Npcap prior to 1.60, you should download the latest Npcap from npcap.com and install that.

Are you the administrator of the system? At some point additional priviliges are required and if you are not a local admin sillly things like this may occur. Inspecting the system logs may show you a bit more details on the errors.
