The two pictures attached here are screenshots of my packet. I would like to ask why the two parts in the circle: enable and required, the words connected after it are "(0)" instead of (1)?

This is just the way they are defined in the ASN1. I didn't look up the first one, but for the 2nd one (defined in 38.331 - RRC), the optional field has only one value in the enumeration. I think disabled is just indicated by the absence of the field.
