Is it normal for wireshark to capture traffic even if my router/modem are unplugged?

Definitely maybe. Or rather, you have to give us a bit more information to be able to answer this.What router, computer, cables, WiFi, a network switch maybe? Who is connected to what and how? Stuff like that.

I have a arris modem to a Orbi netgear router, and I have about five computers and two smart TVs. Nothing (besides the arris modem/ netgear router) is actually hardwired, and I don’t have any switches.
