Yes, it does and as of June 28, 2021, it is now configured for pre-moderation to prevent spammers from posting their nonsense to this site. This means that content will no longer be posted without moderator approval for new users, and apparently for users with low karma. It's not entirely clear what the low karma threshold is though, but I will update this answer if/when we discover what that threshold is.
So ... please be patient when posting to this site if your content does end up in the moderator queue. We don't want to delay legitimate content from being posted any longer than necessary but thanks to spammers, pre-moderation was a necessary step to prevent their undesirable content.
NOTE: It is possible that this site may return back to its previous configuration without pre-moderation enabled, but time will tell ...
EDIT: The karma threshold is configurable but is currently set to 10.
