How do I disable SET_REPORT requests for a usb device? [closed]

Lets say I have a USB mouse. I am attempting to disallow any SET_REPORT requests to change the mouses configuration. How would I block such requests on the USB port?

This doesn't appear to be a Wireshark question, it's a packet analyser, not a firewall.
