vlan2 traffic

I have vlan 2 traffic with a different public IP address then mine and subnet mask. I'm trying to figure out who is connected to this vlan2 and why all my traffic inbound and outbound has to go through this vlan2 public IP address. My ISP Spectrum, will not elaborate, because it is my router and they only see one public IP Address which is mine.

Speculating here. Probably they use some sort of vlan bridging to get your traffic to and from their network. For that they are using some internal network addressing (which could be anything, even public as you see), which has no relevance to the public IP address they present to the internet on your behalf. If you can get tagged and untagged ICMP packets into that link you may learn something from what comes back, but results may vary.

Thank you, someone had physically accessed my Asus Router, put a Raspi and two partitions along with a 2nd Public IP Address and the vlans2. I could not get a new router because they had some offline remote access. I have found and learned much through watching some CCNA videos and this person also has an Ad Hoc running. I cannot get the local police to do anything about it. Seems they can get access anytime they want so it is mandatory I get some justice to remove this hidden____.
