Syn without syn/ack issue ?

i have strange issue with telnet

iam always noticed that only syn messages without syn/ack what is possible issue '?

If there's no SYN/ACK and no RST (reset) coming back, it's a ACL or firewall (in the network or locally on the server) blocking the connection.
