I'd assume it is actually a question on English... an assignment asks to "tell between two addresses" in the sense of distinguishing between them. So what the OP actually needs is that someone rephrases the question for him, but that requires to post it as a whole.

This is an old question, but I think you mean "How do you tell the difference between 2 IP addresses"?

Is that correct?

Recent activity on this question (even though it's been closed) caused me to look at it again. Having done so, would now guess that the question was related to ARP, in other words, to explain "Who has IP #1? Tell IP #2". Assuming that's the case, refer to my answer to this question.
