Could this mean the FTPS client is TLS 1.2 and server is TLS 1.0 still?

There's insufficient information in your question to be able to comment. Can you share a capture of the traffic, at least up to the error?

We are working with Check Point support on the issue now. If they resolve this I will try to describe further the problem and what the answer was.FTPS was working fine between our client and a remote FTP server until the Internet firewall was replaced. One theory is the newer firewall may have dropped off support for older versions of SSL and TLS as a default. Thank you for trying to help.
