How do I fix this helper program for basic admin tool?

Whenever I try launching my Wireshark it keeps asking me to allow helper program for basic admin tool and when I press Yes it just keeps popping up. How do I fix this?

If this is on Windows with Npcap, that might be the UAC popup; if Npcap is installed in "require Administrator privileges", programs not run with Administrator privileges can't open devices for sniffing, so they have to run a helper to open the device and hand a handle back to the program. See bug 15082.
