Using "telnet" to <windows server> to 8888

Trying to comm via port 8888 and getting errors when using telnet:

Could not open connect to the host on port 8888: Connect Failed.

Using WS, three entries are displayed with the specified src(10.4.255.152)/dst(10.8.234.207) address.

Does WS have functions to help detect why trying to connect to port 8888 fails? We have disabled fw on dst to no avail.

Can you share the capture? Put it on a public file share, e.g. Google Drive, DropBox etc. and post a link to it back here.

Wireshark will show what's happening "on the wire", it's not a "telnet analyzer" as such.
