Open the wireshark project in MSVC 2017.  Build tab - Run with the Debugger.  Pop-up error message. Unable to start program.  C:\Development\wsbuild64\Debug\ALL_BUILD.  Access denied.

Set the "startup" project to be Wireshark by navigating to the wireshark node under "Executables", right-clicking that node and selecting "Set As StartUp Project".
