Wireshark is a packet analysis tool, not a video downloader.
There may be a way you can invoke another tool to start\run the video download and allow Wireshark to capture the traffic from said download, then analyse the captured traffic, which may be encrypted and thus unusable unless you can also obtain the keying material and then export only the specific video data along with any required metadata to create an exported file that would be playable on your device of choice.
If your aim is to circumvent any controls the video service provider has implemented, then this is not the place to ask.
