No. Wireshark has not been ported to iOS, and, in order to capture traffic, it would have to be ported to jailbroken iOS.
You can, however, get an iOS or iPadOS machine to forward traffic to a Mac, and run a traffic capture/analysis program such as tcpdump or Wireshark on the Mac; see the section of Apple's article on packet tracing that discusses capturing from iOS devices
