No. As @grahamb notes, Wireshark is a packet analyzer, not a tool for managing Alcatel-Lucent/Nokia networking devices such as data multiplexors for telephone service providers to use to handle their metropolitan networks; it has no knowledge of Alcatel-Lucent DMX 1665 data multiplexors at all and, in particular, it has no knowledge of how to upload (control? configuration? firmware/software?) files.

(Note, by the way, that most people who use this site are probably unfamiliar with all of the Alcatel-Lucent/Nokia hardware and software you mention, and would have no idea what you're talking about. I only found out by doing some Web searches, finding the documentation to which I linked; if you're going to ask a question about a topic somewhat specialized to network managers at telcos/PTTs, it's probably best to give a lot more detail, even if it's just explaining what an "Alcatel DMX 1665" and the "LNW2 card" in it does, and what the "Wavestar 25.0.06 CIT software" does.)
