You seem to be one of those afflicted by npcap install issues.
There are a few similar questions on this site that newbies never seem to locate and the standard answer is to manually uninstall npcap and re-install with the latest version from their website.
As to the blocking of uploads, that's down to the spammers who continuously attempt to abuse the site. You can post your image on a public file share, e.g. Google Drive, DropBox etc. and post a link to it back here.
