You're running with a slightly out of date version of npap (shouldn't be an issue).
As with quite a few similar questions on this site it is likely that the npcap service has stopped. From an elevated command prompt run sc queryex npcap
to firstly check the state of npcap (please post the output as a comment) and then run sc start npcap
if the service state shows as STOPPED
